Contextual Task Bar grayed out in window menu

In PS 24.5 the Contextural Task Bar is not visible. It is listed in the 'Window' menu, but is grayed out. I have not found any advise as to how to fix this.

    If in photoshop with an image open if you go to Window is Contextual Task Bar listed at the bottom?
