Could not complete the Open command because of a program error.

• I saved a png sequence from Adobe after effects like I have done many many times before. I go to File > Open > Open Image Sequence select my file and set the frames to 30 like it is on after effects then I get the error above.
• Adobe Photoshop cc 2017
• Windows 10 Newest update.
