What is the best method to fixing cracked lines in an image through the hair or fixing eyes even just in the background using the Generative AI? Do you recommend any plugins?

Neural Filter > Photo Restoration.
You should be able to get a much better result than this using the full face. (There is not enough information in your screen shot for the Ai to work on.) If you have not used it before then it is a fairly big download the first time you use it.
Note: Neural filters are heavy on system resources and don't seem to work well with aging, low spec, systems. My previous system crashed every time I tried to use some of the Neural filters, so I bit the bullet and replaced it for a new workstation, and everthing works well now.
If that is a B&W image then the Neural Filter > Colorize does an amazing job
