I have an hp laptop, Windows 10.

Last night, before disabling it, I clicked on disable and update...

The next day I woke up, started Photoshop, and it just doesn't start at the time of reading the brushes

I just turned off the laptop with a button, and then woke up in the morning and photoshop does not start) crashes.

last time I already had this, and I reinstalled windows and downloaded the previous version of photoshop

A common problem with laptops is conflicting dual GPUs. This is most likely what causes the crashing.

See section 6 & 7 here:

https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html

This assuming that your main GPU meets Photoshop's current requirements (which increase with every version).
