Create a duplicate while transforming again not working

First: thanks for the tip on the driver. I'm not sure how to do this, but I know someone who might be able to help.

Second: restoring the settings did the trick. The commands worked as supposed after that. 
I think I might have found the problem: I had a custom keybord shortcut set up to tile all open files (Window > Arrange > Tile). This was Ctrl+Shift+T, which is normally used to Transform Again. I was aware of this when I made it, but saw no problem in overwriting as I rarely use Transform Again. However, it seems to have conflicted with the Ctrl+Alt+T and Ctr+Alt+Shift+T commands used in the step and repeat functions. All though they're not the same.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
