Create a watercolor effect map in photoshop

Can anyone tell me how can this be done in photoshop. I am complete beginner and need help to create this kind of long distance map between two countries for my friend.

    For the watercolor background a stock image (and some recoloring) might be a good choice but depending on your intentions Generative Fill (with a prompt like »watercolor background blue and green«) might suffice.
