Create collage within template

I have the attached image in just outline form and want to create a collage of circa 70 images inside it. 
im a complete beginner when doing this and thing I've taken on a task too big for me. 
hopefully someone can help, with a simple guide - or suggestion or alternative software if needed

Sorry, proof of my lack of technical skills ! I've got the CC, so photoshop/Lightroom, so spark, Behance etc  package of that makes sense
