Create photo set of 4x4

I want to load all photos from particular folder and want to create 4 sets of each onto 4x6 inch document and that document need to be saved in jpg format.

Ex.

          Folder_A  contains 8 photos

then script should ask for folder and automatically creates total four 4x6 copies contains each photos as shown in above image.

It relatively easy to layout 4x6 images.   Image the do not have a 2:3 aspect ration can be sized to fit the 4"x 6" space and masked to the 2:3 4"x6" space.  You could look at the code in my PasteImageRoll script.
