create shape tool bugged

anyone else having issues with the layer and overlap options? its default on "create new layer" whenever I make a shape but whenver i selct another option it just stays at create new layer. is really annoying

I see Blending and Opacity options. Theses cans also be change after a layer is created in the layers palette where fill can also be changed and bending can be made conditional with blend if. With create Shape I see fill and stroke options as will as other shape options. What overlap options are you having problem with? here is what I see creatind shape Lime tool is broken in 2021.

all of them. Like the work fine technically but whenever i make a new shape it becomes a new layer. wherease id like them to be all on the same layer and to be edited and merged without having to run around, rasterise every layer and merge. The image i posted above shows the issue. The option says create new layer, i select a different option yet that option remains checked.
