You could make it in After Effects or you could make it in layers in Photoshop. Save as PSD then take the PSD into After Effects where you can open the layers
I quickly made this with rectangular shapes with a gradient fill - the gradient being on both the colour and opacity

They are called 'Lower Thirds' which gives you something to search for
Photoshop is an excellent tool for making them. In fact Photoshop is good for doing titles for Premiere Pro as you have so much control. Save as a PSD file, and when importing into Premiere Pro, choose _not_ to merge the layers. This lets you control each layer individually in the Prem Pro timeline. It's also a lot of fun, and great practice with Photoshop.
Continuing with the Photoshop's ability to create this sort of effect, you really can create anything you can think of. I used this film canister because it was right for the context of the video (blimey, I'm thinking there will be people reading this who don't know what a 35mm film canister is or looks like). But you get the point.
You might like to download, or construct a 'safe area' template for the format you are using. This one is for 1080P. When creating your Lower Third, it is easier to work with a canvas the same size as your video (1920 x 1080 in this case) and position your graphics accordingly. This saves you having to position them inside Premiere Pro, and ensures they are always in the same place.
BTW you can use Blend modes to have just the lines show. Lighten would work as it is, or you could invert the template layer, and use Darken or Multiply. Or make your own template with just the lines and the rest transparent.
