creating a light spiral ..?

Can anybody tell me how to re-create this light spiral stock image (the first image), but more balanced/even/symmetrical (in terms of color and brightness gradations, kind of like the second image)  Thanks for any help!

    Filter > Distort > Polar Coordinates can also be used to transform a linear gradient to a angled one.
