Creating animated gifs does not work in Photoshop (updated to 23.4.2. today)

Hello dear Commmunity,

 

I would like to create an animated gif for my client. I don't know why it doesn't work...

I opened the timeline window, 
placed the images on layers
I can't convert layers to frames in the timeline window menu, nor start the process in any other way.

After you open the Timeline panel, do the following:

  1.  In the Timeline panel, use the dropdown menu to the right of Create Video Timeline to switch to Create Frame Animation
  2. Click the Create Frame Animation button
  3. Go to the Timeline panel menu (the hamburger menu in the upper right of the Timeline panel)
  4. Select Make Frames From Layers

  2. Click the Create Frame Animation button
  3. Go to the Timeline panel menu (the hamburger menu in the upper right of the Timeline panel)
  4. Select Make Frames From Layers
