Creating art effects in Photoshop

How are you guys! I've been dipping my toes into making album art recently, and I've had a lot of fun, exploring designs people have been putting together. In particular, I've always been fascinated by the art style that is created, such as this image I have uploaded. I'm just curious how some of the experts on here might tackle creating a similar affect on the people in the image. Looking forward to hearing your responses!

I think that might best be done by manually tracing a photograph and colorizing with separate Layers. 

 

Could you please post an image you want to edit thusly?

Like I mentioned actually tracing/drawing may be better, but some filtering might get you some way.

If you have a line-drawing putting that atop an arrangement of Solid Color Layers and setting it to the Blend Mode »Multiply« is an option.

The Solid Color Layers may not be necessary depending on what kind of later editing need you expect. 

You could also simply paint on one Layer beneath the lines-Layer. 

Keeping the background coloring on a separate Layer would seem prudent,  though.
