Creative Cloud Photoshop not scrolling

I have creative cloud that I use on my PC and I can't scroll my Photoshop document up or down with my mouse scroll wheel. What is going on?

    It works here (19.1.6 on Windows 10) provided I am zoomed in so that the scroll bars appear, and do not have "Zoom with Scroll Wheel" checked in Preferences >Tools.

    What version of Photoshop and what operating system are you using (you can get those details from Help > System info)

    Hi

    What version of Photoshop and OS do you have, have you checked this setting in preferences

    If that doesn't help try resetting Photoshop preferences

    If non of the above help then please provide more detailed information
