Crop certain area then flip horizontally

You are very close, you only need to change one thing.

Your video shows that you used the command Image > Image Rotation > Flip Canvas Horizontal. What happened is exactly what is expected: The entire canvas was flipped, meaning the entire document. That is because this command is under the Image menu. All Image menu commands affect the entire image.

There is a second flip command that you should use instead, because it does not flip the entire canvas, it flips the current selection only. Choose Edit > Transform > Flip Horizontal, and then only the layer that is selected will flip.

There is only one crop tool and it will crop the entire document, not just a portion. I see two things in your fast-moving video.

• The layer is a Smart Object
  
  
  
• First you select the Crop tool, then without using it you switch to the Frame tool and create a frame instead.
  
  

Try this:

• Copy the Peramad layer and rasterize the copy
• Use the Rectangular Marquee tool and select the left half
• Ctrl+J to create a new layer from your selection. This will be the new left half. Name the layer.
• Ctrl+J to create a second new layer for the right half. Name the layer.
• Edit > Transform > Flip Horizontal
• Move tool > Drag this layer to the right. Use the Shift key and drag

  use the right or left arrow keys for fine tuning
• Hide the original Peramad Smart Object layer

You can also do this by creating two copies and using a mask to hide half of each layer. You'll still need to Flip one layer. Select half and click the layer mask button in the Layers panel.
