How do I change the crop tool default settings so that when I expand the image it creates transparency?

If your image doesn't have a Background Layer then set the Fill for Transparent (default)

For an image with a Background Layer, turn the that into a regular layer by double clicking on the Layer thumbnail in the Layers panel.
