Crop tool does not work as expected

When I select crop tool from the toolbox the grid does not appear and all the tool settings are greyed out. Clicking and dragging in the painting area does nothing. Clicking and dragging outside the painting area creates a new painting area. Selecting/deselecting layers does nothing. Please help me get this to draw the golden ratio composition grid

In your screenshot, the crop tool is visible in the upper left corner of the option bar. Use this icon menu and select the option to reset the tool.
