Crop tool not working

I’m having trouble with the crop tool.  When I set a value in the w h resolution I do not get the correct size box.  For example if I have a 15.7x10.2 image and I fill in a 7x5 300pi the crop box either stays at the image edge or moves in just a little.  It is not showing me a true 7x5 crop.  I have rest the tool.  I have tried using classic.  I just updated.  Can anyone hel?

Maybe your image isn't currently at 300 ppi? If your image is 15.7 x 10.2 at 150 ppi for exapmple, then setting the crop tool to 7x5 at 300 ppi won't actually crop much, because your image is now 15.7 inch x 150 pixels/inch = 2355 pixels wide, and the crop tool is set to 7 inch x 300 pixels/inch = 2100 pixels wide. It's better to think in pixels, not in inches.

Thank you for your reply.  I did check the image and it is already at 300ppi.  The problem after I update to the current version of 19.1.5
