Crop tool stopped working - PS 25.6.0

The crop tool has just decided to stop working.  Whether I press 'C' or select it from the tool bar there is nothing.  I have just reinstalled PS 25.6.0 and that hasn't fixed the problem.

This happened out of the blue.  There was nothing changed or added to my computer previous to this occurence.

Please help.  It is rather a vtial tool for my work.

@Redhartotter try manually resetting your Photoshop preferences

Remember to backup your settings before doing the preference reset
