I have a full size 35mm image open.

I set a rectangular crop line within that image.

I dont actually crop, its just showing the crop lines.

I want the size of just the cropped area to be 24x36, within the larger area, without actually cropping.

DPI can be whatever the original is.

Yes, I can actually crop, and then set the resolution, I dont want to do that.

1) Crop with the crop-tool options bar with delete cropped pixels unchecked/off to 36 x 24 mm. 

 

2) Image > Image Size to set the canvas to the desired size (36 x 24 mm) with or without resampling as required

 

3) Image > Reveal All

 

This can be recorded into an action or scripted:

EDIT: After the 2nd Image Size step, you can add a new Guide Layout to automatically create the four guides to the crop area.
