From Adobe's help:

"...legacy/perpetual versions of Photoshop were not designed or tested to work on macOS 12.0 (Monterey). They are not supported in any way for use on macOS Monterey."

Your choices are to use CS5 on an older Mac with an older OS or to use a newer version of Photoshop. The activation servers have been shut down for CS4 and earlier; I'm not sure about CS5. The best thing to do is to keep it installed on your older Mac and OS and use it until part of the system breaks down.

Adobe has been subscription only since 2013. There is a heavily discounted Photograph plan (annual) payable at $9.99 per month. Scroll to see it, as it is not at the top of the list.

Consider subscribing to the Adobe Photography Plan, you get the latest version of Photoshop and updates as they become available plus Lightroom and some cloud storage, for about $10 a month – and it will be compatible with your OS!

Due to changes in macOS, older software like CS5 is no longer compatible. As Jane has posted, you can look into getting a subscription to the current CC versions.
