the filter is in the filter file of Adobe photoshp. However, it is no available/viewable via the filters drop box when CS4 is open. Is there some kind of block that is on this filter? Eventhough adobe program file shows ExtractPlus8BF in Filters folders, I cannot access or ust the extract tool. What am I doing wrong or what can I do to address this situation?

Are you sure you put the right version in the matching photoshop cs4?
That is, there are two ExtractPlus.8BF files in the download, one being for the 64 bit photoshop cs4 and the other for the 32 bit photoshop cs4.
Is your windows 10 a 64 bit version?

Yes my OS is 64 bit and that is the ExtractPlus8BF filter I placed in the filter folder. I turned off CS4 and turn on again. Still no sign of extract filter.

Are you SURE it is 64 bit Photoshop? This is separate from the OS. Take a look at the folder where Photoshop is installed. It's probably one of these:
c:\Program files\Adobe...
c:\Program files (X86)\Adobe...
which is it?

Right click on the ExtrctPlus.8BF them click Properties and see if it says anything about being Blocked.

Where would I find a block? Right click properties say nothing about a block.

If you right click on the ExtractPlus.8BF and click Properties, can you post a screenshot of the Properties dialog?
