CS6 Zoom not working correctly

I am having an issue with photoshop cs6. The problem happens when I try to zoom in the with the scrub zoom unchecked and checked. I drag the mouse creating the box which the zoom tool zooms into. Photoshop zooms in like it is supposed to. However, when I attempt to zoom in a second time the screen zooms into the image at its maximum and jumps to the top left of the image at the same time.

I am using a stylus when I draw and if I click the button on the stylus that is assigned to the right mouse button the zoom tool works as expected. When I don't use the button the glitch happens. Also, when I try to use the hand tool by pressing the space bar in zoom mode the image jumps to the top while zooming in. I have tried resetting the tool presets, reinstalling photoshop, and turning on and off bird's eye view (in case that might have been it).

I am running photoshop cs6 on windows 10 using a Levnovo Yoga 720. Any help would be appreciated.

    If this is a new problem.  There is a remote possibility it may have to do with a recent Windows 10 change.  Microsoft change how Windows 10 INK works.   CS6 does not support INK for Pen control it uses Wintab APIs only.   However Zoom is not a brush type tool except when Scrubby Zoom is unchecked. Windows also uses a Pen like a mouse so perhaps somehow INK is doing something with CS6 Zoom.  Try Updating your registry to revert how INK Works. Here is the link.

    Thank you for the reply. I actually just found out the issue had to do with the recent windows 10 security update. After uninstalling that everything worked as expected. Thanks, though, for taking the time to answer.
