CSV Dataset is importing apostrophe incorrectly as Äô

I don't know what to do anymore.  I've tried everything I can think of.

 

I'm creating a very simple CSV file from google sheets with two columns.

 

- title

- description

 

I have two rows.  One contains the title, the other a description, which is a paragraph containing normal human english, including apostrophes.

 

When I import this CSV file in the dataset for the image variable merge, the data imports, but everywhere there's an apostrophe it's replaced with a comma and Äô.

 

I've tried importing this same file UTF-16, but I get "Could not parse the file contents as a dataset.  There were not enough variable names in the first line of the text file.

 

Um...yes there are.

 

Anyone have a clue as to why this isn't working?  CSV file attached.

Clarification, there are two rows of data with each column containing the correct data for each record.

It's saved as UTF-8 text encoding, but the apostrophes are "curly", if you make them "straight" then it imports with "straight" apostrophes.

 

Google Sheets has no text encoding options, so sometimes you need to edit and resave from a more capable text editor.

 

I also note that there are both curly and straight double quotes, do you need them to appear too?
