Ctrl+Alt+Z opens Notepad?

Instead of Step Backward, ctrl+alt+z open Notepad. It doesn't seem to matter what program I'm in; it always opens Notepad. As far as I can tell, everything else seems to work. Has anyone had a similar issue?

Right click on the Notepad shortcut, then Properties and Shortcut and see if a Shortcut key is set.

Have you added anything into Windows the may do that?  If Notepads starts in All Applications it is not Photoshop the woul be doing that.  It would more likely something like a Windows device driver.  Have you installed any special gamming keyboard software?

I had considered that. I have Logitech Options, but I can't find anything that would set keyboard shortcuts.

I have Logictech Gaming software and use it for my Logictech G13 keyboard and g502 mouse.  The G13 is a gamming keypad not anything like a normal keyboard.   If you have a Logictech Gaming keyboard the look like a regular keyboard I would think the Logictech gamming software would display the way you have keys mapped.   On my g13 and G502 that is the case and I may make a keys to multiple keys but multiple keys I do not map to a Photoshop.  Make sure you have not mapped a normal key like Alt, Crtl or Z to something else.

I'm using the K850 keyboard. I thought "Flow" could be the culprit (Flow lets me use the same keyboard on 2 different computers), but when I turned "Flow" off it didn't fix the problem. The option to have application specific commands is completely turned off, so I don't think it's that either.

I'll try removing Logitech Options entirely and see if that changes anything.

That does not look like your is a gaming keyboard.  I have an older logictech keyboard on my other workstation.  It is not supported by logictech gaming software  Its software only allow you to programs the F keys  and can be use in combination with an Fn key. The keyboard has a small status LCD and  some media keys volume mute play pause etc.   

Your keyboard is newer and I have not idea what Logicten support is like for it.  I do not think the it would allow you to change the function of keys like Ctrl, Alt and z.   Hoe some Windows add one  may add a system wide shortcut for  Ctrl+Alt+Z.   Something like that would cause you problem.  However I feel it would be unlikely an add-ons would use that keyboard combination for many applications use short cut like Ctrl+Z and Alt+Z and Ctrl+Alt+Z has been Photoshop step undo for over 20 years,
