Ctrl + Scroll Wheel - No longer zooming on image

I used to be able to hold Ctrl and use the mouse wheel to zoom in and out on an image in Photoshop. However, it seems now holding Ctrl and using the mouse wheel is moving the image from left to right. Was there a functionality change? Or is this a bug? Photoshop version 25.1.0 on Windows 11.

You have the option Zoom with Scroll Wheel in the Preferences > Tools.

Ya except for me it will work fine. I minimize and do some Excel work, go back to Acrobat and suddenly, most magically, the CTRL + Mouse Wheel zoom doesn't work. Close and reopen Acrobat and suddenly it works again. Seems more like Adobe just makes trash products. Time to go to Bluebeam or any other PDF software that isn't riddled with bugs.
