Ctrl T doesn't work

Hi, Somtimes I try to work with ctrl T and is not working for me . 
any one can help me ? 
When I use ctrtl T I get this messsage " could not transform the path because the selected portion of the path does not enclose any pixels"

From what I can see on your layers panel you are selected on a text layer that is deactivated (no eye icon).

Is the image Mode 8-bit & RGB color?

Is the Move Tool selected?

Is a visible Layer selected?   See screenshot.
