ctrl + T no longer works

Hello, I'm using 22.3.1 on a laptop. And am unable to transform/scale/skew images or component.

I checked some of the previous replies about this issue, and they pertain to other versions of PS and don't seem to work.
How can this be fixed please?

Hi there,

That shouldn't be happening. Could you please try resetting the preferences of Photoshop and let us know if that helps?

Note: Make sure that you back up all your custom presets, brushes & actions before restoring Photoshop's preferences. https://helpx.adobe.com/photoshop/using/preset-migration.html
