Custom workspace, brushes, patterns, etc are all gone. How to recover?

I was using my Photoshop earlier today and it kept freezing and crashing on me. I noticed I was running a previous version and decided to update. I wasn't paying attention and just decided to "uninstall" before downloading the latest version. When I booted up my workspace was the same but the custom brushes I had made along with my organized brush folders were all gone. My brush folder had been reset to a state that must have been something like early 2019. In a panic I closed the latest version and made to install the version I had previously been working on. But it had a marker next to it that just said "waiting" and refused to download. So I restarted my PC. It downloaded then. I deleted the latest version I had downloaded and booted the older version.

 

Now, my brushes had been completely reset to default and none of my personal brushes were present (not even Kyle's brushes). Not only that but my layout had reset. I tried opening previous photoshop files to see if that would restore anything. It didn't. I've come to find out that everytime I close photoshop it might be saving that version to the backup files under users/[user]/appdata/roaming/adobe/Adobe Photoshop [20XX]. 

 

I have no idea how to restore my previous version via the files stored in users/[user]/appdata/roaming/adobe because all the files are .psp files and photoshop refuses to run/acknowledge them. And I don't even know if those versions have my presets anymore anyway.

 

I'm desperate at this point. I thought I had saved my brush files but it turns out I didn't have all my folders highlighted when I went to save, so it only saved one of my brush folders in my most recent save. 

Are they gone forever? Is there any feasable way I could get them back? My PC is windows 10. Would restoring my PC to an earlier date in time get those presets back? Are the presets saved to a point on the adobe cloud? What good is paying $60 a month for this suite if previous custom layouts/brushes/patterns/etc. aren't saved to the cloud along with my files?
