Customize Toolbar dialog box is missing in photoshop

Hello lovely people, well.. I am soooo stumped and have spent 3 hours googling this issue, and saw that  only 1 person had the same issue, but no one answered.

 

Im trying to edit my toobar, but it says to go to Edit>Preferences>Toolbar I dont have the Toolbar option there at all, see screenshot.. I know my eyesight isnt too good, but I have been through every menu, and cant find it anywhere. Thankyou in advance 🙂

Yes the customizable toolbar was introduced in an update to photoshop cc 2015, so you would need the creative cloud version of photoshop.

What version of windows are you using?

 

If in photoshop you go to Help>System Info and look at the top line it will say the Photoshop Version.

 

Your version may be an older photoshop that doesn't have the customizable toolbar.

Photoshop elements doesn't have a customizable Toolbar.

 

Make sure your in Expert Mode to see all the tools.

I just purchased Photoshop Elements 2025. I'm surprised that the colorful Tools on the left side that I am used to on the previous version 2021, are now in plain Black and White.   What can I do to get the icons colored so I can quickly differentiate them from each other?  With my eyesight, colors are needed to tell them apart.  There is nothing I can find where I can edit the tools in the 2025 version.  Why?   A software that is advertised as being able to produce some of the highest quality photo edits has an archaic B&W tool interface.  That's what we had to deal with on the 20-year-old software - not the leading-edge technology in 2024-2025.   I've very disappointed - I was expecting more for a 2024-2025 version of software.
