Customize Toolbar's 3-dot (Edit Toolbar's Icon)

I have a question about hiding the "Customize Toolbar" 3-dot icon from the toolbar. When I do this, it seems to disable the "Disable Shortcuts for Hidden Toolbar Extras" feature, that is ridiculus. Is there a way to hide the 3-dot icon but still have the hidden tools shortcut enabled?
