Cutout filter tutorial query

Hello everyone

I have a question about a tutorial of this popular Ps instructor.

To achieve the cartoon filter effect, he uses the cutout filter from the filter gallery (under artistic filters) and sets the values for edge simplicity, fidelity and levels. He then duplicates this layer and adds a negative mask, and brings down edge simplicity and with a white foreground selected paints over it with a hard round brush. And then duplicates it 3 or 4 times more: bringing down edge simplicity and painting with the brush(with the white foreground selected).

Why does he need to duplicate it over and over again when he could've just used one value for the edge simplicity?
What is the need for the negative mask here? Wouldn't the same effect be achieved using it only once?

Would appreciate your help in clearing up these questions/confusion.
