Date-Day- Time based gif picture is possible?

I have a strange question( at least it is so for me for now).

Is there any way to create a gif or jpeg or any other picture format which may also include a kind of script in it. With help of this script, some colors, some part of layers' color, or totally picture color or shape of the some certain layers can change at a certain set date, time, day? For example a picture with red-white color becomes red-yellow color on every sunday, or at 00:00 everyday or every year only one day?

I hope my question is clear.

What do you actually want to achieve with the image, for what do you want to use it? 

Wallpaper, webpage, …?

There are dynamic wallpapers on the Mac, which rely on multiple frame HEIC files and the appropriate system software:

I do not think this possible since  a picture is still by essence. However you can embed same overlayed pictures with different colors on a web page and add some Javascript to change the picture according to the time.
