Destination folder doesn't exist error

I'm trying to convert 400 photos to web size in Batch processing (PSCC), but get the error "Could not complete the action because the destination folder doesn't exist."  It does exist, and I've tried restarting, redoing the destination folder, and using a different destination folder, and it won't recognize any of them for a destination.  I'm not doing 400 photos individually...please help!

Well, I got around it by doing it without using an action.  Works fine if I don't use an action.

I'm using mac with Photoshop CC subscription.  I've also tried Scripts/Image Processor with the same result.

I'm having the same problem in PS CC 2017.  I'm trying to use the default action to convert tiffs to jpegs but keep getting the "Could not complete the action because the destination folder doesn't exist" error message.  I've tried updating Photoshop, rebooting, to no avail.
