DICOM .dcm files

I am trying to open a DICOM set in PS2020 on WIN10 to create a 3d volume. When opening any .dcm I am experiencing this error "There was an error parsing the DICOM file." I see there was a post saying 2019 is broken and to use 2018. Is 2020 also not working properly with DICOM files?

Can you open any of these Dicom files?

I could in photoshop 2020 (21.1.0) running on win 10 x64 1909, although there still seems to be major issues manipulating the 3D Volume after opening into photoshop proper.
