Cos means that I cannot work anymore. Kindest regards Barbara

Libraries aren't color managed. It just records the naked numbers.

You need to have fully consistent color spaces in order to use this.

That's true, but the Color Picker, foreground color, and Color panel are CM'd—their color appearance should change depending on the assigned profile of the frontmost document. It looks to me like Barbara's foreground swatch and Color panel swatch match, but the Layer 2 color fill doesn't match those swatch icons. If the layer fill came from the foreground color, all three should match. That's why I'm wondering what's above in the Layers panel?

This morning I tried on a new document and it was working fine... this is strange !!!! did not change anything.

OK, good. And this document is sRGB?

For full consistency with the Libraries panel it seems it must be.

    A couple of questions:

When you say Colour Pallet, you mean this:

    Not the Swatches:

And does your chosen color show up as the foreground color near the bottom of the Toolbar?

Also, what method are you using to do your fills?

Your panel indicates that there are other layers you are not showing, can you show the layers above Layer 2?
