This is what is happening to me.

 

 


@MahaB82A that's because you're Alt + left clicking, that will sample a colour from the canvas using the eyedropper tool and that's why your foreground colour is changing to white, you need to Alt + Right click and not Alt + Left click on the mouse.

@MahaB82A that's nothing to do with the foreground/background colour, what he's showing is how to change the opacity/hardness and size of the Brush Tool

How did he get color RED while foreground color is BLUE?

@MahaB82A this is just a shortcut to change the opacity/hardness and size of the Brush Tool.

With the Brush Tool selected, hold the Alt key and right click and you'll get them options, as I already mentioned it has nothing to do with the foreground colour, watch the video again

I'm not entirely sure what you're asking. It looks like you want to change the color of the brush overlay, which can be done in the preferences, under cursor.
