Mac OS Higher Sierra, happening in 2018 & 2019
Sometimes I using pen tool, or just masking with brush, and my screen scrolls annoyingly just a little bit. As if pan flicked without easing. I think this a mouse/photoshop problem of inside of my palm rubbing top of right side of mouse. Disconnecting wacom does not have any effect sp pretty sure this is a wireless mouse issue.
Here are a few screen shots of my settings.

I understand the micro adjustment/movement you are talking about but I don't believe there is a method to disable. I resort to a more deliberate handling of the mouse. IE. not using a light touch and avoiding fingers gliding over the surface.

Am glad you understand, as hard to explain , never posted before as recently discovered this is likely mouse related. I
I brought in a wired mouse this morning, and tested the issue of using option key and lasso tool to do polygonal lasso. With wireless mouse the screen will zoom in and out about 20% of the clicks. With wired mouse could not replicate. WIll use wired mouse for a few days to make sure 100% this is the reason, and will update post.
Thought I remembered disabling scrolling on mouse in finder preferences, and that Photoshop had a setting for this in the past. With apps & OS updating so often using so many of them will admit I am not 100% on what I remember and foggy in this area. There is a secret shortcut of holding down E to enable, that especially helps PC users. I switched position in may which moved me from detailed retouching a few images per day, to doing over 100, so appreciate the light touch advice but thinking will have a hard time adjusting my touch with the pace set.
Apologies if my reply and post is not clear, but that is why I hesitated so long in posting, and appreciate any feedback.
