Displacing image on Cloth

I'm trying to superimpose rain on some cloth, although I'm blending them together I want the rain image to conform to the cloth. I know displacement mapping exist but getting just the cloth image as a black and white then getting the rain to conform to the cloth as to make it look natural ?

Could you please post the rain image that you are using for reference? One concern I have is any strong specular highlights that might be in the drops.

It is Adobe Stock image #329446049. Even if the speecular highlights are too strong, how do I fix this and how do I displace the image to the cloth ?
