I open a dng file, created on Iphone 16 pro max and NEF files created on Nikon, directly into photoshop 26.2, The image size shows 8.58 m, 750px x 1000px, 2.5” x 3.33”, at 300 pixels/inch in photoshop image size.
This prints a pixelated print on 17x22 inch paper.
When I bring the same dng file directly into lightroom, and bring it into photoshop 26.2 using "edit in Photoshop" I get the following results: 129M, 4112px x 5482px, 17.133” x 22.842”, 24 pixels/inch in photoshop.
A perfect print. What is photoshop doing that produces such a difference.

Raw files will open in the Camera Raw plugin, from where you can open them (actually new files rendered from the raw files) in Photoshop.
The size of the rendered files depend on your settings in the the workflow options in the Camera Raw preferences.
For images to open full size, Image Sizing must be unchecked.
The workflow options can be accessed by clicking the text at the bottom of the Camera Raw window, or you can press Ctrl + K to open the preferences.
You can also open the preferences from Photoshop – Edit > Preferences > Camera Raw.

Since you cannot open a raw file directly into Photoshop - it has to go through ACR first - it sounds to me like you're not opening the DNG, but a thumbnail/preview. Are you dragging/dropping? From where?
