Dodge and Burn not working in PS CC

I have a couple issues going on with the dodge/burn tools and masks.  1.  Regardless of wether I am dodging or burning the area only gets darker.   2. On the layer mask the brush will switch back and forth between white and black with each click of the mouse.  3. The resulting layer mask will then look like you a painting with oil - not sure how to explain that but it looks like black and white repel each other instead of laying on top of one another.  I'm using a PC with Windows 10.

Hi. Can you please share some screenshots of these issues? 

The #2 sounds a little like a stuck keyboard key... is there a way to test with another keyboard?

Thanks for your reply.  I will have to play around with getting images on here correctly - hopefully this works.

Ok, I opened an image and then added a curves layer. On PC if you ALT/Click you can see just the mask as shown here. 

If you look I was using a white brush at 100% opacity (so you can see what I mean.....).  I did three crosses. Normally these would appear as completely white.  But check it out!  Where they intersect the white brush turns black momentarily and "pushes" the white out of the way.  Extremely difficult to explain in words!

 

So I started over. Curves layer black mask. I can make that mask white if I paint at 100% and hold the mouse button down.  If I release the mouse then click and hold the button down I can paint the entire mask white again.  But, if you try to paint black over white or vice versa the above starts to happen.  That's me going back and forth from black to white at 100% opacity.  You can see the gray areas that shouldn't be there, also, you can see the oil pattern in this one.

Once again, I really don't know how to put this into words as it's very strange.

So this situation will happen with layer masks such as with curves, levels, etc.

With my dodge/burn layers it does a very similar thing but I wouldn't even know how to begin to explain what happens.  It's sort of like it will dodge and/or burn but only when it wants to and you don't know which it will do.  Yeah, I know.....
