Don't see refine hair button

I cannot seem to find the refine hair button on the top toolbar

What are you referring to? 
Did you mean the »Refine Edge Tool«?

I apologize, I browsed the »What’s new«-page and viewed some videos but that had apparently already slipped my mind.  

GMajors, could you please post a screenshot to illustrate the issue?

Hi, which version of Photoshop are you using? this button  is only in Photoshop 2021 (AKA Photoshop 22). (check in help/system info)

I also couldn't, but I clicked back on the brush tool and fake used it and then the 'refine hair' tool appeared again??

OMG Dude! I came here looking for the exact same thing. I too am trying to refine the hair on a cat picture! lol

Did you find it? It seems random when it shows up or now

Isn't the Options bar hidden? Can you try: Window > Options

Refine hair is inside the select and mask workspace.

this is a pretty old issue but for anyonw else I'll post another solution - I had the same problem which was that my zoom tool was selected so the 'refine hair' option was replaced by 'fit screen' and 'fill screen'. selecting any other tool on the left should get the 'refine hair' option back
