Drag and Drop not working

I have an image I need to split in to 4ths.  Then I have selected 1/4th to then drag and drop into a new file.  When I get to the file there is only a blank square.  I try to copy and it tells me there is nothing in the selection. I have also tried to use layers to drag into a layer and then add to a file. All with NO success.  I am using the most updated version of Photoshop and Windows 11.  I was on for over an hour with support and they couldn't fix the drag and drop into the new file.  Their "work around" now doesn't work.

Have you attempted a preference reset, which is generally advised for resolving unusual issues? Ensure you save any unsaved actions and presets before attempting to reset preferences. It's recommended to manually drag the preference folder to the desktop and then place it back in its original location if the reset doesn't work as expected.

Sorry to ask the obvious, but you are dragging a pixel layer, not an adjustment layer? And no active selection without content?

 

All I can say is, it works as it should here, both from within Photoshop, and from outside sources.
