Dragging layers between tabs/documents not working in Photoshop 2024

I have seen posts about this same issue for older versions of Photoshop, but I installed the newest 2024 version of Photoshop today and cannot drag layers or layer groups between tabs/documents. This is a HUGE issue for me because my company's workflow greatly depends on this. We've created actions which rely on moving layers into new tabs/documents to be then saved to a desktop folder. Our actions create anywhere from 5 - 35 jpegs which we use for our visual system. Without being able to do this our actions are useless.

My team will have to continue using Photoshop 2023 so we have no disruption to our business. Attached is a screenshot of the message I receive when attempting to run an action we've created.

Adobe please fix this so we can utilize your newest version of Photoshop!
