so i draw a simple circle or shape or whatnot and for some reason it doesn't fill fully and there is always a unfilled pixel or two in width going all the way round, tried putting everything back to default, still doesn't work.

This normal since the brush is a soft brush. Try the harder brusher without soft edges.

The better way is to draw crisp shapes with fills, but if you want to use the paint bucket just increase the tolerance value in the options bar (try 240 as a start point)

Let's see whether it might caused by the brush stroke or the Paint Bucket. Draw the random shape with a hard edged brush. Then, Magic Wand inside it (zero tolerance) and Edit > Fill with the same color.

Hello,
even with a hard edge brush, Photoshop adds a one pixel wide edge to smoothen the brush.
only workaround, drawing a circle with the lasso tool and filling it with the paint bucket or fill command.

Create any crisp Shape with the Freeform Pen Tool and settings in its Options bar.

That is completely normal and standard...
