I have been using dual monitors on Photoshop for several years, through versions extending back to CS2. I have the target photo on the Main monitor, and all my tool windows on the secondary.
After the update to Photoshop cc 2019, my workspace opens with everything on one monitor - and it is the one that is not even my "main" monitor.
Saving as a new workspace did not help. This is very inconvenient.
How do I fix this?

The co-ordinates on your three monitors do not overlap - in fact they map the same as mine. I also use the GTX1080 and do not see anything wrong in your set up.
With that in mind, I would try resetting your preferences. Go to Prerefernces >General and choose Reset Preferences on Quit then click OK and close and restart Photoshop.

I'm not seeing this on my Mac with two monitors. Are you using Windows? If so, what version?

I'm not seeing that here either on Windows 10 with three monitors. Have you tried resetting your workspace?

Windows 10 Pro (completely up to date)
I actually have 3 monitors. This is the first time to see this problem.
Resetting workspace did not work.
Tibetan incense also failed.

Can you go to Help > System info click copy and paste the info here. It should show us how Photoshop is seeing your GPU and monitor set up.

The co-ordinates on your three monitors do not overlap - in fact they map the same as mine. I also use the GTX1080 and do not see anything wrong in your set up.
With that in mind, I would try resetting your preferences. Go to Prerefernces >General and choose Reset Preferences on Quit then click OK and close and restart Photoshop.

It is interesting that I now get a new (and better, I think) version of the home screen.
Why wouldn't the update to cc2019 do all this for me?
Now, if only I could the that 4K UHD IPS monitor...

When you upgrade to a new version you have the option to keep your preferences. However, there may have been some corruption in the old that affects the new - remember preferences are more than just the user settings and are saved each time Photoshop closes.
I usually do a reset when upgrading to a new version, then I go through and set the preferences manually. That does two things:
1. It resets any corrupt preferences
2. By manually going through each preference screen I spot any new settings associated with the new version.

I get it occasionally with my photoshop, though I am on Mac.
Try this Edit > Purge > all.
Then move the workspace/windows as you need them. Quit photoshop and reopen.
If that does not solve it then, I have no idea.

How can this be listed as the "Correct Answer" when there is NO such option as "Reset Preferences"???
Is there any chance we can get someone from Adobe to look at this problem?? Multi-Monitor layouts do NOT restore correctly the next time I start PP ... there are literally 100's of posts with users have the same problem and they are NOT being addressed??

Rob - that is not a Photoshop CC preference screen. The answer is correct for Photoshop CC, as confirmed by the user who posted the question in this Photoshop forum. What application are you using, it looks like Premiere Pro?

Hello.
I solved thhis problem on Wacom Settings.
Theres a list of softwares above. Choose all Photoshop versions and set the monitor you want.
