Duplicating layer and moving it not working?

I draw a shape with the paint brush on the first layer, duplicate it, use the Move tool to move it to a new location and the shape is now moved to the new location on both layers. How can I draw something like this, duplicate the layer and move the item on the new layer to a different spot without it affecting the other layer? I ultimately want to export these layers to frames to create an animation.

It may be the way you are selecting/moving.

Can you show a full screenshot - including the layers panel - with the move tool selected just before and just after you move the shape.
