edges shows in Borders

I have a libraries sync error in my creative cloud, for solving this issue I followed this post https://helpx.adobe.com/creative-cloud/kb/libraries-panel-not-working.html the problem remained the same and I ended up with another issue which is shown edges in photoshop and illustrator welcome and new panel. i attached screenshots. please if anyone can help me out of this. Thanks
