edit photo to specific aspect ratio

I have Photoshop cc and some other adobe apps bundled with it but I have not yet ever used them

I have a set of photos with varying aspect ratios.  Some are of people waist up.  Some are of people from the feet up. the people fill different portions of the photo, i.e., as if they were farther away.

Now i need to crop to head shots with a 2.125 width by 1.875.  Surprisingly a landscape aspect ratio! 

The purpose of the results are to have a page with 3 people across and 4 down and space for a name.

If the photo does not fill the allotted space side to side I need to have the extra space colored white.

Are there links that would help me have a specific canvas (correct word?) but an image that made the person as identifiable as possible?

Any suggestions?

    I would create a custom canvas of required height, width and resolution for the completed photo

    File > New.   See screenshot.  Adjust values as required.

    Open each person picture and use the Crop Tool with a Crop Preset (Height, Width and Res).  See screenshot.  Then pull the crop handles in or out as required to frame your head shot.
