It just looks like black and white shapes overlayed with a radial gradient.

This is not an effect, this is simply a "sun rays/ sun burst" graphic. A web search will easily turn up a tutorial.

Unless you already found sufficient tutorials you may want to check out Filter > Distort > Polar Coordinates to change a line/restangle pattern to a radial one.
